This is like the medical emergency simulation, but on a large scale. It can be any disaster, natural or otherwise. It could be a fire out in open country or an earthquake in a town. It could be the VR version of a real town that is practicing a chemical spill event.

Hit the disaster button and call vr911. An earthquake that sets off multiple fires? No problem. A group of suicidal snipers? Got that covered. A pandemic outbreak? There are procedures for that, too.
