Medical Emergency Simulator.
In a peaceful virtual town, created and populated by students and hobbyist an emergency happened. Someplace in the simulation a crash is discovered; Two cars are crunched together. The woman driving the first car is standing holding a broken arm. The man unconscious behind the wheel of the second car is in danger from the fire in the car. A dispatcher is called with information. An ambulance is sent with paramedics.
At the scene the students must administer first aide. The patents then need to be taken safely to the hospital for treatment. Students in ER take over when the ambulance arrives, and examine the patients further . If warranted the patients are admitted to the hospital and are sent to hospital rooms. The exercise could be coordinated between departments to include the these fields of study, and more.
Investing in VR medical education is like putting up an informative web site; it benefits an international audience. Global collaboration would put this project forward with every update to scripts and every new entry into the periodic table of ailments.

Who would build and why:
VR medical training is called the next step in medical training, and it is hard to argue how beneficial it will be. Any schools and colleges that teach emergency response and nursing could augment their training with this system. Each school would build their own VR medical center located as data on a remote computer.
